This article contains three parts:chapter one describes at a historical angle the evolution of the American federalism and points out that the federalism has constantly been revised with the march of the epoch,but the principles of the federalism has never been changed;chapter two illustrates the legal status of the states;the third chapter analyzes in detail the role of the states in the federal system to lay stress on the significance of the states.The states,with the support of a series of related factors,will continue to exert its important role constantly.
