Chinese and Western Online Learning Environments: A Conceptual Framework for WWW-based Subject Development

This paper seeks to provide a perspective on the way that the World Wide Web may be used to create a cross-cultural learning environment that satisfies educators both in China and in the West. It investigates how both distance education and instructional technology have provided frameworks for the development of WWW-mediated courseware which have been applied internationally, and identifies possible shortcomings of these frameworks. It argues that it is possible to create a pedagogical framework for WWW-based educational delivery that is focussed on desired learning outcomes, rather than those supplied by specific teaching philosophies . This both enhances the desirability of the WWW as a teaching medium, and helps provide an effective learning environment for the student.
