Difficultto achievea normalstate -to- state relationship,the relations between thetwo nations have experi enced upsand downs.Threeexperiencescould be drawn onfrom politicalcontactsbetweenthetwo nations:(a) Sino- UScontactwasestablished onthebasisoftheirrespectivestrategicbenefits,not based on grantingfavorto each other.Therefore,both sidesshould distinguish respective strategic benefits,looksquarely atthecomplexity ofSino- USrelationsand makecontactin anequalspirit. (b) The Taiwanissue hasalways beenthe kernelfactorthatinfluences and hindersSino- USrela tions.Conniving Taiwanindependentforceis notintheinterests of both sides.Overthe pastfifty years,the USintervenedinthe disputesbetweenthe Taiwan Straits.Itisnotan onlooker.Its”bal ance policy”of maintainingthestatusquoofthe Straitsand enlargingarmssalesto Taiwan willulti matelyleadtofailure ofits Asian - Pacific strategy.(c) Ideology has always produced a negative impacton Sino- USrelations.Lettingitoutofcontrol willonly shakethefoundation ofSino- US relationsto harm both sides.Overthe pasttwenty years,whileideology has played aless andless importantrolein China’sforeign policy,the UShasincreasinglystrengtheneditsrolein setting up its China policyoutoftheobjectiveof”fundamentally changing China”.Thisrepetition ofhistorical errorisnotconduciveto Sino- USrelations.Undercurrentall-timelow situationin Sino- USre lations, both countries should maintain a positive relationship orientation to safeguard the basic framework ofthe China- USrelations.The changein USinternalpolicy willlikely produce anin creasing roleinfuture Sino- USrelations.Inorderto maintain Sino- USrelationsand peaceinthe Asian- Pacific,both sidesshould build confidence and eliminate doubtsin arationaland practical spirit,which stillconstitutestheimportant principlein guiding Sino- USrelations.
