Difficultto achievea normalstate -to- state relationship,the relations between thetwo nations have experi enced upsand downs.Threeexperiencescould be drawn onfrom politicalcontactsbetweenthetwo nations:(a) Sino- UScontactwasestablished onthebasisoftheirrespectivestrategicbenefits,not based on grantingfavorto each other.Therefore,both sidesshould distinguish respective strategic benefits,looksquarely atthecomplexity ofSino- USrelationsand makecontactin anequalspirit.
