Abstract Over
the past ten years, diplomatic offensive on environmental im the international community over
global ssue has been incessantly launched by big powers in the context of growing concerns
froenvironmental issue. The starting point and the impetus for the big powers to seek the
environmental diplomacy is to safeguard their own interests and jockey for leadership over
world environmental affairs. From a positive viewpoint, environmental diplomacy is a motive
force as well as a pressure. From a negative viewpoint, it leads to a de facto discrimination of
the developed countries against developing ones by setting up a 'green shield' and forming a
new kind of trade protectionism in the name of protecting environment. By actively taking part
in world environmental affairs, China should strengthen international cooperation in
environmental and development field and protect the rights of the developing countries. Firstly,
by clarifying the chief responsibilities for global environment, China should persuade the
developed to take the first step and to provide more funds on solving global environmental
issues and help developing countries to participate in the efforts to protect global environment.
Secondly, based on the principles of mutual respect and seeking common ground while
preserving difference, China should enhance and enlarge its exchanges and cooperation with
the Western big powers in environmental and developmental field so as to win over foreign
funds and technical support and promote China's environmental protection and sustainable
development. China should resolutely safeguard national interests and boycott the new trade
protectionism practiced by western powers in the name of protecting environment. Thirdly,
China should make contributions to the global environment by first solving its own
environmental problems and promoting sustainable development.
