The Ballistic Missile Defense system being developed by the US is an act which harms others as well as itself. The BMD contravene such treaties as the "Anti-Ballistic Missile Treaty" and the "Missile Technology Control Regime", setting a ferocious example of wantonly trampling on international arms control treaties. It will endanger the authority and credibility of current international arms control and disarmament treaties to a large extent. Developing BMD will inevitably break global and regional strategic balance and initiate a new round of arms competition and Cold War confrontation. Russia will pay more attention to the development of nuclear weapons and its carries, softening its will in promoting international arms control and disarmament process. Small and medium-sized countries will be forced to readjust their nuclear policy because of the possible failure of minimum strategic deterrence, leading to a new round of the race of the arms of mass destruction. The joint development of TMD by the US and Japan will lure Japan to head for a military power and encourage separatist trend in Taiwan, this lays a tremendous hidden trouble in the Asia-Pacific region for the next century. Developing BMD also destroys US international image, negates its maneuvers in international arms control, fosters distrustful sentiment between the US and China, promotes Russia’s centrifugal tendency away from the West, and stimulates extremist forces to seek new means and ways to avoid anti-missile system and impose asymmetrical and uncertain threats on American continent and its people.
