论清代文档管理中的书吏之害

On the Detriment of Records and Archives Administration Done by Archivists and Clerks in the Qing Dynasty

书吏是清朝中央和地方衙门从事文档管理的工作人员 ,他们凭借对文书处理和档案管理的控制与垄断 ,大肆舞文为害 ,成为当时一个普遍社会现象和严重社会政治问题。本文从介绍书吏及其职掌着手 ,系统阐述了书吏舞文为害的种种情形 。

Shu Li (archivists and clerks) in the Qing Dynasty, taking advantage of their control and monopoly in archives and historical records, caused considerable detriment of records and archives administration, which became a widespread social phenomenon and a serious social and political problem. This paper introduces the Shu Li and their roles and functions, illustrates the various damages done by them, and analyzes the reasons that cause this social phenomenon.
