On the Truth and Responsibility of the Incident of Bac\|Li

关于天津谈判和北黎冲突 ,中外学者都会论及 ,但对李鸿章是否接受法方提出的撤兵期限、北黎冲突的责任等重大问题语焉不详 ,态度模糊。本文利用法国外交部、海军部档案 ,揭示了李福谈判的诸多至今尚未披露的内幕 ,以详实的史料证明北黎冲突不是一次偶然事件 ,而是法方的故意挑衅 ,责任完全在法国一方 。

Based on abundant information gathered from the archives of the Ministry of Foreign Affairs and the Ministry of the Navy of France, this article reveals some inside stories of the negotiation of Tien\|Tsin which used to be unknown in the past, and convincingly proves that it was France that was responsible for the incident of Bac\|Li, and that France was suspected of stirring up the strife intentionally to swindle great indemnity from China.
