市场经济条件下教育的职能和教育制度改革

The Functions of Education under Market Economy and the Reform of Education System

本文用经济学的概念和方法 ,深入探讨了市场经济条件下教育的职能和教育制度的改革问题。文章指出 :教育领域众多问题的根源就是对市场经济条件下教育职能的认识不够全面 ,忽视了部分教育具有的私人产品性质。教育制度改革的关键是全面认识教育的作用和职能 ,并在此基础上建立符合市场经济要求的、利益关系和管理关系明晰的教育制度 ,应分离国家在教育方面的不同职能 ,开放私人产品教育需求和实行受益者支付教育成本 。

Using the concepts and tools of economics,this article analyzes the functions of education and the reform of educational system under market economy.The analysis shows that many problems in education area are from ignorance of some important functions of education and of the private products property of some education.To have success in the reform of education system,we must attach more importance to variance functions of education and to the private product education,and establish an education system wluch should meet the requirements of market economy and should be,with clear cost benefit relationship and management relationship.The most important things are to separate the different roles of govemment in education,to open the demand to private product education,to let the beneficiary pay for their education,and to introduce market mechanisms into education area.
