把握回归机遇 ,提升经济竞争力 ,是澳门经济社会发展战略的主题。制约澳门竞争力提高和未来发展的最主要因素是制度发育不够、现代化水平不高。首届特区政府在整顿治安和复苏经济的同时 ,要着重于制度创新。确定符合澳门比较优势的经济定位和发展路向是提升竞争力的前提。从澳门独特的区位优势和产业优势出发 ,应动态地对澳门经济作出合理定位。澳门主要支柱产业旅游博彩业面临转型 ,建议借鉴拉斯维加斯经验 ,改革博彩业专营体制 ,逐步实现自由竞争 ,还对加强澳门与粤港台合作、改善基础设施。

How to promote economic competitiveness of Macao is a vital issue after 1999. Our research proves that the main factor restricting the economic development of Macao is its backward institutions and the main task for the government of the Macao Special Administrative Region is to reform its former institutions. Taking into consideration its comparative advantage, this article suggests a dynamic and rational orientation for Macao. The article offers feasible proposals for changing the monopoly of gambling business of Macao and for Macao's economic cooperation with Hong Kong, the pearl River Delta and Taiwan.
