制度安排与制度创新在现代经济发展中的地位和作用愈来愈受到人们的普遍关注。制度创新是对现有制度安排的变革。本文在分析制度安排在现代经济发展中的作用的基础上，运用均衡理论和成本收益分析法从供给与需求两方面对制度创新进行了规范的理论分析。

More and more general concern has been aroused for the importance of institutional arrangement and Innovation to the modern economic development.Institutional Innovation is the reform of institutional arrangement. The present paper,based on an analysis of the role played by institutional arrangement in modern economic development, conducts a theoretical analysis by resorting to the theory of equilibrium and the method of cost-versus-revenue analysis, from the perspective of supply anddemand.
