The Government ′s Exercise of Withdrawal Right and the Reform of State-owned Enterprises

国有企业一般应配置在最重要的部门。深化国有企业改革，关键是重新定位，确立其进退领域，政府行使部分退出权，推进企业重组。

The State-owned enterprises,generally, should be placed in the most important sectors of national economy. The key to the deepening of state-owned enterprises′reform is the reorientation and the fixation of the government ′s division and choice of withdrawal and entrance. The government should exercise its pratial withdrawal right and facilitate the enterprises′reshuffle so as to realize the pluralization of property right owners and the institution innovation.
