南京城市基础设施建设资金营运方式的研究

Research on the Operational Way of Funds for the Construction ofNanjing Urban Infrastructure

一、南京城市建设对资金的需求及供给能力1995年以来,南京市以道路建设为突破口,拉开了加快现代化城市建设的序幕,取得了辉煌的成果.从1996年到1998年三年的时间里实现了快速的发展,城市建设水平有了显著的提高.1997年以来,国家为启动经济增长,加快了基础设施的投入,城市建设的融资环境有了很大的改善,南京市基础设施的资金投入强度不断增强,南京二桥成为众多资金主体竞相注入资金的对象,不少人据此认为,资金已经不是南京城市建设的主要问题,我们经过研究认为,资金问题仍然是南京城市建设的主要制约因素.之所以这样判断,主要是考虑到以下几个方面:(一)虽然南京城市建设增长很快。

Nanjin municipal administration, in order to quicken the advance of urban construction, has conducted bold exploration in raising funds for urban construction and achieved remarkable results so that urban construction has been greatly improved. However through analysing the demand and supply of the funds for Nanjing urban construction, we hold that the construction of Nanjing urban infrastruvture ing great need of funds which still remains the main restrictive factor of Nanjing urban construction. To solve the problem of the shortage of funds for Nanjing urban construction, we take two aspects into consideration. On the one hand, the limited company of Nanjing urban development should be set up to form the main operational part of urban developing funds. On the other hand, we should bring forth new ideas in channels of circulating funds for Nanjing urban developing funds, which mainly carries out the tactice of capital stock, bond, BOT and ABS circulating funds.
