论权威主义政体在经济发展中的作用

On the Role of Authoritarian Government in Economic Development

权威主义政体是ANIES经济发展早期和中期的普遍现象，是适应其经济发展要求和现实国情所采取的政体形式，同时又是其政治发展的必经阶段和内在过程。ANIES经济起飞时期的权威主义政体不同于传统的独裁政治体系，它以法制为基础，以发展为目标。在经济发展与政治发展、政治制度化与政治民主化的关系上，ANIES为发展中国家提供了有益的经验。这种经验表明，发展中国家不宜过早发展民主政治，民主政治必须是经济和社会发展到一定阶段成熟的内部条件驱动下实现的。

The authoritarian government is the common reality in ANlES in the economic take -off period. It has been the governmental form which met the needs of economic development and domestic circumstances of these countries and regions, and it has also been the necessary step of their political development. The authoritarian government of economic take-off period has been different from the traditional dictatorial government, it has been based on legal system and has been oriented by national development. The developing experiences of ANIES shows that in developing countries, democratic politics should not be assumed too early, it has to be adopted by the driven of economic development and social development, and under the mature domestic circumstances.
