制度创新是国有企业走出困境的第一选择

Blazing New Trails in the System:the First Choice to Be Made to Lead State run Enterprices out of Dire Straits

随着社会主义市场经济体制选择的完成以及国有企业走向市场以来，国有企业陷入了运营的困境。要使国有企业走出困境，必须对国有企业改革的思路重新定向。实践表明：体制与制度的矛盾是制约国有企业发展的突出矛盾，因而制度创新应是国有企业走出困境的第一选择。这一改革思路有别于产权制度改革，它将为国有企业改革提供新的思路。

AbstractAlong with the establishment of the socialist market oriented economic system and the movement of state run enterprices to market,state run enterprices have landed in dire straits of operation.To cause these enterprices to get out of this dilema,efforts must be made to reconstruct the guidline for remoulding state run enterprices.Practice has shown that the contradiction between the economic and political structure on the one hand,and the management system on the other,is the main factor which curbs the development of state run enterprices,and therefore,blazing new trails in the structure has to be the first choice to be made to bring state run enterprices out of dire straits they are in.This reform idea,being quite different from that of changing the property right system,will provide state run enterprices with a new reforming line by which to conquer the difficulties the policy of changing the property right system failed to.
