欧洲战争爆发前后，苏联根据国际局势的发展变化，从自身的安全和战略考虑出发，审时度势，及时调整了自己的欧洲外交政策，即从原先的维护欧洲集体安全政策，转变为维护自身安全和利益的政策。

Abstract Before and after the breakout of the European War,the Soviet Union changed its diplomatic policy towards Europe.The decision was made with careful consideration of the then unstable international situation and its own state safety.Based on the new standpoint,the Soviet Union turned from making efforts to protect the collective safety of European countries to strengthening the defense of its own state safety,and later this developed into a neutral policy of being closer to Germany and estranged from the United States and the UK.
