石广生就任新一届政府外经贸部部长,可谓“受命于危难之时”:今年要确保国民经济增长8%,作为重要经济增长点的外贸出口,责任重大;但由于亚洲金融危机的冲击,出口面临严峻的挑战。
Shi Guangsheng took up the post of minister of foreign trade and economic cooperation at a difficult time: at home, China, vowing to achieve an 8% growth in its GDP this year, has assigned to the foreign trade sector the important task of serving as a major contributor to the growth; internationally, the impact of the Asian financial crisis has given stern challenges to Chinese exporters. With this situation in mind, this reporter arranged a special interview with Shi Guangsheng, asking him to talk about China's export.Shi started with the remark that facing such a stern situation, it is necessary for China's foreign trade sector to have a strong sense of urgency and responsibility. The major task facing the country's foreign trade sector at present, he said, is to achieve steady growths in foreign trade this year and ultimately contribute to the fulfilment of the national target of an 8% growth in GDP by surmounting all difficulties and seizing every opportunity to strike business deals as early as possible and as many as possible. To strike business deals as many as possible, he explained, means every effort shall be tried to strike deals whenever conditions allow and whenever there are satisfactory economic benefits. To strike business deals as early as possible, on the other hand, means the foreign trade sector shall seize time to strike deals mainly in the first half of this year.In one word, the minister said, to try to strike export deals is the most crucial task facing the country's foreign trade sector at present and as such shall be given the highest attention. To achieve this goal, Shi said, vigorous efforts shall be made to optimize the line-up of export commodities and implement the strategy of winning through quality.Market diversification is an extremely important strategy for promoting the development of China's foreign trade, the minister said. This strategy demands efforts in expanding and in-depth exploiting traditional markets, such as those in Asia, Europe and North America; and in tapping other potential markets such as those in CIS and East Europe.Attention shall be paid to the development of some newly emerging market, the minister pointed out, listing Saudi Arabia as an example which he said has the great possibility of becoming the biggest market in the Middle East.
