Abstract The end of Cold War and the development of economic globalization changed the decision-making pattern of the U.S. foreign policy. Absent a diplomatic goal for the whole nation, interest groups compete for influence on foreign policy-making. Hence goals of human rights, trade, and security coexist. In the case of China's status of most favored nations, two coalitions have evolved. One is the anti-China alliance composed of human rights, labor and conservative groups, and the other alliance is headed by the business community which advocates stabilizing relations with China. In consequence of the keen competition, the latter has gained the upper hand and the Clinton administration has put forward the engagement strategy toward China. As the anti-China alliance is still capable of restraining the momentum of improving the relations, one has to keep an acute eye thereon.
