摘要
国有企业要建立“产权清晰、权责明确、政企分开、管理科学”的现代企业制度,要有相当数量的冗员从企业中分流出来,由隐性失业转向公开失业,问题的严重性需要政府高度重视和全社会关注,应该通过完善社会保障制度、增加就业途径等多种手段综合运用实现平稳过渡。
The state-owned enterprise in order to set up modern enterprise system, must dismiss numbers of surplus empleyees. It brings the recessive unempleyment into open. The government and the whole seciety should pay high attention to the seriousness of the problem. It should be soluted synthetically by perfecting the social security system,increasing the paths of re-employment, etc.
