摘要
我国国有资本投资制度创新应遵循国有资本管理、监督和营运分离，有利于规范政府出资人行为、企业经营行为，并使改革成本最小化的原则，建立健全有关国有资本投资制度的激励和约束机制，以保证投资效益的提高。
The system innovation Of state-owned capital investment in China should follow the seperation of management, monitoring and operating. Which helps standardizing the beheavior of goverment investor and the management enterprises. It also should follow the rules of minimizing the reform cost to establish a set of sound incentive and retraint mechanisms for the state-owned capital investment to insure the efficiency of investment.
