At the turning point of this century, Knowledge Economy times is approaching. It is the most important thing for the policy-makers to recognize the spurt of Knowledge Economy. This paper reveals the intension, chalacteristic and competition of Knowledge Economy in theory and gives some suggestions on developing our country's Knowledge Economy.
