Abstract Since his election,Hatami has made it as his primary task to bring Iran out of international isolation and construct a favourable international environment for economic development,andhehas pursuedaforeign policywithrelaxationasthekeynoteandeconomic co ope ration as the focal point.First of all,while actively relaxing its relations with the sourrounding countries,especially the Arab Gulf countries,Iran has endeavoured to restore and develop its economic and trade relations with the Western countries and has sent signal of detente to the US.Secondly,by taking advantage of its historical,cultural and religious ties,it has made efforts to actively develop its relations with the Central Asian countries,extend its influence in both Central Asia and the Middle East and enhance its overall strength.Thirdly,it is to energetically push forward regional economic co operation and pay close attention to the exploitation of the Caspian Sea.Iran has followed with interest the three Outer Caucasus countries west of the Caspian Sea and five Central Asian countries east of the Sea,taking them as its radiation spheres and potential markets,and trying hard to set up and develop regional economic blocs,so as to strengthen its ties with these countries and step by step establish its position as a regional economic power.
