Abstract For over a decade,a group of new leaders in central and eastern Africa have successively come to power,and the Ugandan President Yoweri Museveni is the most representative of them.The internal and external policies adopted by these African leaders of the new generation are mainly as follows:politically they have actively explored and established an African type of democratic system of government;economically they have pursued more reliable and realistic policies;and in foreign policies,they are flexible and pragmatic,showing a distinct tendency of joining efforts for self-improvement and an enhanced consciousness for common defence.The emergence of these new leaders is not just a metabolism of the African leadership, but a new change in Africa against the general background of the realignment of world pattern.It is conducive for the Black African countries to explore roads of development suited to their specific national conditions,helps a part of these countries bring about economic integration and a strategy for common defence and security, and promotes the formation of a new geopolitical set up in Black Africa. However, these new leaders are still facing test, and while shouldering heavy responsibilities they have a long way yet to go.
