AbstractAt the end of the 1980s and in the early 1990s,political changes took place in the Soviet Union and East Europe that marked the end of the international Cold War,and put the world in course of turning from bi polar to multi polar,with the US becoming the only super power.Facing the new international situation,the Clinton Administration decided on fundemental points for its global strategy as follows:making the preservation of the US predominant position in the world as its general objective;further developing the international market so as to enhance the US economic strength;preventing the proliferation of mass destructive weapons for the defence of the US security;pursuing ‘multi-lateralism’ and selective involvement to settle regional conflicts and maintain peace;continuing to sell the Western ‘democracy’,‘freedom’and ‘human rights’in order to carry on ideological penetration in the developing countries.Clinton's tour to six African countries demonstrated that the US has once again attached importance to Africa;the change of its Africa policy is generated by the following strategic intentions:1.to establish a new US-Africa relationship,having the 21st century in mind; 2. to develop the African market so as to boost the US economic strength and meet the cross-century economic challenges; 3. to consolidate and enhance its strategic deployment in Africa;4. to identify itself with ‘African rejuvenation’ and seek to bring Africa into line with the Western system.
