Abstract This paper makes a study of Premier Zhou Enlai's brilliant views on administrative decisions, which had been developed in the 26-year political career as first premier of the People's Republic. The study focuses on the four interrelated aspects of these views: seeking truth from facts, unified planning with due consideration for essential issues, adhering to democratic and scientific working style, and attaching importance to realities and flexible regulations.
