A Brief Comment on Zhou Enlais Views on Harnessing Rivers

周恩来心系共和国水利事业，足迹踏遍祖国大小河川。他不仅指导制定了一些大江大河的治理规划，而且深入实际、调查研究，提出蓄泄兼筹、标本兼治、团结协作、民主决策、综合利用等治水原则。

Abstract Zhou Enlai was always concerned with the water conservancy cause of the Republic, with his footsteps over various rivers of the country. He had led the work of making plans to harness some big rivers and also had gone deep into the realities of this respect, making investigations, outlining principles and showing the directions of harnessing rivers of our country.
