AbstractThe German Empire had become an industrial country through the Second Industrial Revolution by the end of 19th C. and the beginning of 20th C. The government of the German Empire made a series of adjustments of its domestic and foreign policies due to industrialization. Liberalism was changed into protectionism and the promotion of export became the new economic policy at last. Ruling tactics changed from suppressing labour movement to conciliatory attitude. The Empire Government transformed ‘continental policy’ into ‘world policy’ and began to contend for world supremacy.
