中国城镇住房市场低迷的原因及对策分析

摘要 作者认为,推进住房改革,发展住房产业,促进经济增长,必须刺激住房消费,启动住房市场。文章围绕着如何启动住房市场这一问题,首先较为深入地揭示了数年来中国城镇住房市场低迷的原因,针对住房市场低迷状态生成原因的分析。 The authors hold that housing market must be promoted by increasing housing expenditure, so as to propel housing reform, develop housing industry, and give impetus to the economy. This paper attributed the present slump of housing market mainly to the relatively high housing prices that reduce the housing expenditure of ordinary families, to the insufficient supply of housing credit that hinders peoples consumption by means of housing loans and to the dual supply in the process of economic transition that enables people to remain dependent on welfare housing distribution. Moreover, the authors suggest some remedies for the depression of housing market, i.e. to expand housing credit services and stimulate household housing consumption, to stop collecting various unreasonable taxes and fees and lower the cost of housing production and housing process, to disuse the system of welfare housing, promote renting market and satisfy the needs of both families which cannot afford to pay and of mobile urban population.
