Exploring New Ways of Vocational Training for Re-employment

随着城市功能和产业结构的调整,以及优化资产结构、减员增效、下岗分流等改革措施的出台,国有企业改革已进入攻坚阶段,下岗人员再就业问题日益成为社会关注的热点。上海电视大学结合本校的特点,发挥现代远程教学的优势,充分依靠社会各界力量,把开展再就业培训列为学校非学历教育的工作重点。自1997年以来,学校先后与上海市经委、市商委、市劳动局、市妇联、市慈善基金会等单位联合举办了“家庭服务员电视培训”、“万名推销员电视培训”和“美容师电视培训”等再就业培训项目,累计培训人员近万名,培训合格率达80％以上,在社会上取得了很好的效果。其中,“家庭服务员电视培训”前两期培训后,经过各方努力职业介绍上岗率达90％,得到市委、市政府的充分肯定,今年3月,学校荣获了“

In recent years, the laid-off workers' re-employment has become a social issue. Education institutions have an un-shirkable duty to provide vocational training for the unemployed. Shanghai TV University has taken its advantage of modern open and distance education and fully relied on the forces of all walks of life and society to set the vocational training as our key work of the non-degree education. Snice 1997 some job-seeking courses have been given to the laid-off workers by STVU, such as 'TV Training Course for Shanghai Household Services', 'TV Training Course for Shanghai Product Promoters' , 'TV Training Course for Shanghai Beauty Workers', which are jointly run by Shanghai Municipal Economic Commission, Shanghai Municipal Commercial Commission, Municipal Labor Bureau, Shanghai Women's Federation and Shanghai Charity Foundation. For more than a year, about 10,000 people have been trained and over 80 percent trainees are qualified. 'TV Training Course for Shanghai Household Services' has been run for two times and about 90 percent trainees have been re-employed now. From our experience we have learned that, first, we should try new ways of vocational training for re-employment with the support from the society and also with the advantages of TV education. The teaching materials of the course for Household Services are written by Municipal Labor Bureau, the audio-visual teaching materials are produced by STVU and its funds are provided by Municipal Labor Bureau and Shanghai Charity Foundation. With STVU's teaching network all over the city, the teaching schedule of the training course is set for the convenience of the laid-off women and if the unemployed workers are in great financial difficulty, they can take the course free of charge. Second, good management is the key to improve training quality. The teaching materials are elaborately written, experienced teachers are invited to give lectures, the medium features of television are made good use of in producing the audio-visual teaching materials, showing the standard operations are enforced. And trainees are helped to master the skills of operations, unified examinations are standardized and controlled by the Vocational Skill Appraisal Center of Labor Bureau, which ensure the qualification of the trainees. Unified certificates are issued to about 80 percent of the trainees by Municipal Labor Bureau. Third, the training courses for re-employment are not only for the vocational skills, but also for strengthening their ideas. The trainees are educated to learn the reform situation in China and have correct sense of employment by attending report meetings, symposiums and so on. As a result, the number of trainees is ever increasing. Fourth, the practical effectiveness of the vocational training is the percentage of re-employment of the trainees. The training programs should meet the needs of the society. The trainings' implementation should be linked with occupation introduction. STVU makes the most of the teaching network, propagates the training programs in the society, guides the social demands, stick to the principle of 'training, job-seeking while being re-employed'. However, this is a very hard job, so we should try to explore and accumulate experience. Now Shanghai TV University will have the following programs to do: 1. 'TV Training School for Re-employment' will be established and jointly sponsored by Municipal Labor Bureau and Shanghai TV University. Besides vocational training courses, there will be also training and employment information column, training for employment guiding personnel and so on. 2. Preferential policies will be made for the laid-off workers who are going to take Shanghai Computer Application Capability Examination. 3. We will have closer cooperation with China Central Broadcast and Television University and other provincial TV universities to develop more and better training programs for the re-employment
