On Socialism at Its Primary Stage

仅仅认识到中国处在经济落后的不发达社会主义和建设社会主义的长期性，还不能说形成了社会主义初级阶段理论。这个理论的基本问题是：什么是社会主义？什么是初级阶段的社会主义？十五大有关社会主义初级阶段基本经济制度的概括，是探讨这个基本问题的重大成果。在这个成果基础上实现的所有制理论的新突破，既符合马克思主义的基本原理。

Abstract A theory of socialism at its primary stage does not arise from the recognition alone that China's socialism is an economically backward and undeveloped one and that the construction of socialism is of a protracted nature. The fundamental issue of the theory is as follows: what is socialism and what is socialism at its primary stage? The formulation of the basic economic system at the primary stage of socialism by the 15th National Congress of the CPC is a major achievement in the exploration of this fundamental issue. The latest breakthrough in the theory of ownership system on the basis of this achievement not only accords with the fundamental principles of Marxism, but also solves new problems in the historical process in a practical and realistic way.
