韩国的金融实名制及其对中国金融改革的启示

The Real Name Regulation in South Korean Financial System and Its Enlightenment on China's Financial Reform

1993年，金泳三当选韩国总统以后，颁布实施了金融实名制。金融实名制自实施以来，韩国的金融环境大为改善，促进了国民经济的发展。同时，它所带来的社会意义也非同寻常，社会腐败得到惩治，社会风气得到净化。我国自改革开放以来，社会经济迅速发展，但也产生了与韩国相类似的腐败现象，并有蔓延之势。我们应借鉴韩国的经验，做好准备工作，选择有利时机，在中国实施金融实名制。

South Korea started to implement the Real Name Ragulation in financial system in 1993 under the current president. Since then, South Korea's financial situation has greatly improved and it has promoted the development of national economy. In the meantime, it has brought great social changes, corruption has been penalized and gen-eral mood of society has been improved. China's reform has brought sweep economic development, but in the meanwhile corruption has been spreading. We should draw South Korea's experiences in financial field and to adopt real name regulation when conditions are ripe.
