南京国民政府处于中国社会由传统向现代的转型期。由于社会的转型，各种新生的利益集团纷纷崛起，有着强烈的参政要求，使南京政府面临着严峻的挑战。它要求南京政府必须适应时代潮流，实现政治民主化以整合各种利益集团以达到社会政治之稳定。然而南京政府始终没有完成向政治民主化的转轨，这不仅把众多的利益集团抛到敌对面去造成社会的动荡，更导致其政权自身的腐败。这是南京政权迅速败亡的重要原因。

Owing to the conversion of social type,various interest-based cliques rose abruptly in profusion. They vigorously demand for participating in government and political affairs. Facing critical challenge, Nanjing governmenthad to realize political democratization so as to conform with the trend of time. By which various interest-based cliques could be integrated and political stability could be secured. However, Nanjing government failed to realize the conversion towards political democratizationall along. This not only tossed numerous interest-based cliques to the opposing side andcaused social unrest but also led to the corruption of KMT political power. This is the important reason why was Nanjing political power rapidly defeated.
