关于我国收入分配问题的思考

Pondering over the Problem about the Income and Distribution in China

自实行改革开放和市场经济以来，一方面我国城乡居民的收入普遍提高，另一方面各社会群体之间的收入差距又不断扩大。由于我国尚未建立完善的社会福利和社会保障制度，再加上种种“腐败得利”，更扩大了贫富差距。令人遗憾的是，那些主张“效率优先”的同志既无视“按劳分配”和“共同富裕”这一马克思主义的基本原则，又回避贫富悬殊产生的负面效应和潜伏的隐患。我们应当把提高“效率”和增进“公平”放在总体上平等一致的地位上来考虑，“在平等中注入一些合理性，在效率中注入一些人道”，实行与市场经济相适应的分配原则，“在一个有效率的经济体制中增进平等”。

Abstract Since the carrying out of the reforming and open policy and marketing economy,the income of residents in cities and villages has been raised extensively.At the same time,the difference of income between social colonies is enlarged gradually.The gap between the rich and the poor is further enlarged because imperfect social welfare,imperfect secure system and “ill-gotten gains”.It is a pity that those comraded who claim “giving priority to efficiency”ignore the basic principle of Marxism,that is ,“distribution according to work”and “well-off in common”.They do not pay attention to the hidden trouble brought about by the big gap between the rich and the poor.We must consider the general equality of improving “efficiency”and promoting “fairness”.Rationalization must be shown in equality and humanity in efficiency.We should apply the principle that marketing economy must be suited to distribution.Equality must be promoted in an effective system.In this case,the distinction of income can be reduced among the people of different strata.
