试论完善民族区域自治法的实施制度

Perfect Implementation System of Minority Regional Autonomous Law

民族区域自治法颁布以来，对促进民族地区经济、社会发展发挥了巨大作用。但民族区域自治法实施效果不尽理想。应完善民族区域自治法的实施制度：健全立法，促进民族区域自治法的有效实施；进一步强化执法观念，严格执法制度，维护民族区域自治法的严肃性和权威性；赋予和强化司法机关的监督权利，切实保护民族自治地方的合法权利；进一步加强各级人大的执法检查监督。

Since the promulgation of minority regional autonomous law ,it has played a great role in the economic and social development in minority areas,However,the implementation of the law is not very effective.So it is necessary to perfect the implementation.The legislation should be focused on;the effective implementation should be realized,the enforcement system should be stricted,the seriousness and authority of the autonomous law should be safeguarded,the supervisory right should be given to the legal organizations,the minority autonomous regions should be guaranteed with legal right and the inspection and supervision of law enforcement should be furthered by the people’s congress at all levels so as to guarantee the effective implementation of the law.
