The reason to cause poverty and the specific strategy to anti poverty in minority areas are analysed.The strategy for the double target anti poverty is put forward,that is,the regional wide participation and the participation of people from all walks of life.Additionally,the stratigic measures are also showed as follows:the man power investment,construction of basic facilities and the exploration of natural resource.
