废除人民公社以后，中国农村基层管理体制的重大变化是，乡政管理与村民自治的二元并存。二者反映了国家权力与社会权力的关系，必须实现有机的衔接。在现阶段，由于乡镇对农村社会管理的介入程度提高和村民政策参与意识的增强，它们之间出现了矛盾和冲突。为此，应为乡村管理创造有利的宏观环境；合理划分乡政管理与村民自治之间的权限；规范权力主体的政治行为；

Abstract After the abolition of the Peoples Commune ,the major change in the administrative system of Chinas countryside is the coexistence of the local government and the villagers self government. The coexistence reflects that the relationship between state power and social rights should be organically combined together.In the present stage,various contradictions and conflicts have arisen because ,on the one hand the local government becomes more involved in the management;on the other hand the villagers are getting more active in participating in political affairs.For this reason,firstly a favourable macroatmosphere should be created for the management of the countryside, secondly the competence of the local government and that of villagers should be appropriately divided,thirdly the political behaviour of the main authoratative body should be defined, and lastly the administrative ways of the management of the countryside should be improved.
