Many lessons can be drawn for China from the Southeast Asian financial crisis in July. ( 1) Preventive system for financial risks should be set up. ( 2) The speculative movement of the international hot money should be given enough vigilance. We must cautiously control the opening degree of the Chinese market to the international floating capital. (3) Appropriate foreign exchange reserves should be in preparation. Our foreign exchange reserves should be moderately more than that of the international standard which requires for a total reserve payable to import in 3- 4 months. (4) The optimization of the foreign capital must be implemented. The foreign capital should be led to the national mainstay industries and the industries of exportation. (5) The lever of exchange rate should help to promote exportation. The adjustment of exchange rate should be in accordance with the market supply-and-demand situation. (6) The economic structure should be rationally adjusted. We must strictly reorganize and examine those projects which are repeated constructions with low economic benefit and are beyond the present living standard of our people.
