Abstract Economic system and economic policy are one of the basic factors promoting the development of open economy.As a province of China,Guangdong has not any right to formulate foreign economic policy and adjust the economic system,so the open policy and the strategies regulated by the state have a decisive influence on the development of open economy in Guangdong.
