Abstract Recently,both Israel and Palestine formally signed the agreement for Israel to withdraw its troops from greater part of Hebron and for its withdrawal in stages from the West Bank of the Jordan River. The signing of the agreement is a reflection of profound internal changes in Israel: Firstly, the hardline policy pursued by the new government has brought to Israel neither peace nor security, with frustration widespread among the public; Secondly, many people in lsraeli military and political cirles feel strongly upset at the serious consequences caused by the new governments hardline policy; Thirdly, Netanyahus hardline policy has led to severe economic difficulties for Israel. Simultaneously, there are also several international factors: One, since the new government came to power, the Arab countries, in face of Israeli hardline policy, have strengthened their coordination and cooperation; Two, the international community strongly demands the progress of Middle East peace process and condemns Israel for worsening the Middle East situation, with the EU adopting a particularly vehement attitude; Three, the US which had met successive setbacks in 1996, has actively worked to help the signing of the agreement so as to ease its own contradictions with the Arab countries. However, before the ink of the agreement is hardly dry, the Israeli authority has stubbornly insisted to build a new Jewish settlement at Abu Ghneim Hill (or Har Homa)in East Jerusalem and refused to broaden the scale of its troop withdrawal from the West Bank, thus resulting in reemergence of crisis for Palestine Israeli relationship, with the peace talk coming to a deadlock once again.
