香港的中国大陆非法移民与非法入境者问题

Illegal Migrants in Hong Kong from China's Mainland

分析50年代开始从中国大陆到香港非法移民与非法入境者,在困难时期、70年代末与80年代初两个非法移民高峰时期,几类特殊的非法入境者问题。通过香港的事例,指出要用行政与法律手段来控制人口的非法流动;要解决人口非法流动,最根本的道路是缩小地区差距。

This paper describes the illegal migrants in Hong Kong from China's Mainland since 1950s,with a particular attention given to the two illegal migration booms occurred in the difficult time and the late 1970s and early 1980s, respectively. The effectiveness of checking illegal migration by administrative and legal means is limited in the case of Hong Kong, and the fundamental way to resolve illegal migration of population is, as argued in this paper, to reduce regional differences.
