降低我国失业率水平的对策探讨

A Policy Consideration in Reducing the Unemployment Level in China

我国是一个劳动力资源十分丰富的国家,从现在到2010年,我国劳动年龄人口每年以1％的速度增长。在实现两个增长方式根本性转变的进程中,面对城镇大量的下岗和失业人员,还有巨大的农村剩余劳动力,如何控制一个合理的失业率上限?如何尽可能地降低现有的失业率水平?本文在借鉴西方市场经济国家经验的基础上,针对我国失业人口的构成情况,对降低我国失业率水平,从四个方面进行了较为深入的对策性探讨。

China is abundant in labor resources, and the working age population will be increasing at an annual rate of 1 percent over the period 1995-2010. How to control a reasonable upper limit far the unemployment level, and how to reduce as far as possible the unemployment level, while facing a situation of numerous off-post and jobless workers in urban areas and huge rural surplus labors in the process of realizing a fundamental transition in the mode of economic growth. Directing at the composition of the jobless population, plus using the experience of the Western market economy countries for reference, this paper makes a relatively deep exploration of the countermeasures in reducing China's unemployment level.
