THE CHANGE AND INFLUENCE OF U.S. IMMIGRATION POLICY, 1940-1990

移民政策是美国历史发展中的一个重要层面,其发展变化既展示了外来移民与美国的关系,也反映了美国历史的轨迹和社会发展的需要。它作为美国社会运行机制中的组成部分,在40年代以来发生了明显变化,对入境移民的规模、技术构成、民族来源和美国的民族构成等诸多方面产生了较大的影响。为此,本文拟对其作认真地分析。

The U. S. immigration policy has undergone marked change and exerted substantial influnce on the size, technical composition and ethnic origins of immigration since the 1940s. It has developed into an integrated legal system, with former rigid and narrow stipulations abrogated, newly established principles and structure rationalized, and flexibility and practicality greatly enhanced. As regards restrictions sought for, it has not achieved its goals, such as stopping illegal flows. However, two points can be affirmed: First, the government can' t shut the nation' s door and cut the tics between immigrants and this nation; and second, it is impossible to eliminate the influence of immigrants on American society.
