Adhere to the Strategic Goal of an Export-Oriented Economy and Conduct a Step-by-Step Economic Development in Shenzhen

在坚持外向型发展战略目标的同时,要进一步研究和解决实现此目标的步骤和措施问题。本文结合深圳特区经济发展存在的若干问题,探讨特区经济发展的“过渡阶段模式”,提出三种可行的过渡模式,并对实现外向型战略目标要解决的几个重大政策问题作了讨论。

While laying stress on adherence to the strategic goal of developing an export-oriented economy, it is also an urgent task to conduct further study on, and to obtain a solution to, the concrete steps and measures leading to the realization of the Goal. This paper proceeds from the several problem existing in the course of developing SEZ's economy with a view to investigating the 'Transition-Period Mode' of SEZ economic development. The paper puts forward three feasible transition modes and enquires into the several major problems in policy-making the solution of which is a prerequisite to the realization of the strategic goal of export-oriented economy.
