US-SOVIET RELATIONS SINCE THE GENEVA SUMMIT

半年来双方关系改善的势头减弱,两国就某些实质性问题进行的对话均未取得进展。目前双方关系仍然是既对抗又对话。美国从实力地位出发,采取强硬态度,苏联则是“低姿态”,不断发动“和平”攻势,双方的言论和行动都留有余地。这种相持局面还会继续下去。

The trend towardsan improvement in US-Soviet relations was losing its momentum in the past six monthsand there has been no progress in the bilateral talks on substantial issues.Relationsbetween the two major powers are still characterized by“confrontation plus dialogue”.The United States takes a tough stance towards the Soviet Union from a position ofstrength while the latter assumes a“low profile” posture by initiating successive“peace”offensives.In both rhetoric and action,both sides leave ample room for latitude.Thecurrent stalemate may last in the next couple of years.
