THE WAY TO EXISTENCE AND DEVELOPMENT FOR A SMALL COUNTRY-A BRIEF COMMENT ON LUXEMBURG'S DOMESTIC AND FOREIGN POLICIES

卢森堡在风云变幻、竞争激烈的国际环境中一直保持较好的境遇,因为它多年来奉行的基本内外政策比较符合实际。其主要点是:(1)力主欧洲联合,谋求经济的发展和国际地位的提高;(2)放弃中立,依靠北约保障国家的安全;(3)争取结构多样化的经济政策。卢虽面临一些困难,但今后它仍将继续遵循这一基本方向。

In the changing international circumstances by acute competition,Luxemburg has beenfaring fairly well over the past years.This is because the country's basic Domestic andforeign policies are in conformity with reality.The major elements of these policies are:Being strongly in favor of European integration,promoting the country's economic gro-wth,and enhancing its international status;2.Replacing the previous policy of neutral-ity with one of relying on the NATO for its national security;3.Pursuing an economicpolicy for diversified structures.Notwithstanding some difficulties,Luxemburg will adhereto these policies in the years to come.
