Some Remarks About the Strategy of Economic Development in Shenzhen Special Economic Zone

本文从三方面阐述深圳特区经济发展战略问题:一、依靠内地工业基础,充分发挥特区优越条件,大搞中外技术合作,把深圳特区的经济建成以工业为主、以出口创汇为主的外向型综合经济;二、要创造必要的物质条件,才能发行特区货币。最基本的条件是特区经济要尽快实现“转型’;二、以市场换技术,允许特区产品部分内销,实行以“进口替代”的对策,这对促进深圳特区经济“转型”具有重要意义。

In expounding the strategy for developing the economy in Shenzhen Special Economic Zone, the essay proceeds from three aspects, as follows:1. With the mainland industry as the powerful backing, the Zone should bring into full play its own superior conditions, energetically carry on technological cooperation with foreign businesses, with a view to building its economy into an export-oriented one and a composite one, in which industry is the mainstay while exports and foreign-exchange income play the leading role.2. To issue the Special Zone Currency, necessary material prerequisites must be fulfilled, among which the most fundamental one is that the Zone's economy must undergo a direction-shift, i. e., change into an export-oriented one in shortest possible time.3. To exchange our market for advanced foreign technology, that is, to give the domestic market to part of the Special Zone's products which are to substitute for what would otherwise be imported.This 'import-substitute' policy is of prominent significance in propelling the economic 'direction-shift' of Shenzhen Special Economic Zone.
