摘要
本文提出,我国高校实行教师聘任制度的优越性,在于促进人才合理流动,打破“铁饭碗”,引起教师对教职的竞争及用人单位对人才的竞争,从而充分调动人的活力,推动教学与科研的发展。在做法上,要掌握做好选聘规划、制订选聘标准、规定选聘程序等六个环节。为了推行这一制度,目前须解好立法等问题。
This essay expounds that the superiority of the teacher's engagement system adopted in China's colleges and universities lies in its function to promote the reasonable circulation of qualified personnel, to break the 'iron bowl'——life tenure, to give rise to teachers' competition for teaching posts and meanwhile the competition on the part of the personnel-needed units for qualified persons. By so doing, the underlying initiative would be fully mobilized, thus giving fresh impetus to the advance in education and scientific research. In the course of applying the engagement system, there are six links which should be handled properly, including general planning, criteria, engagement procedure, etc. At present, the relevant legislation should be established
