一欧洲共同体的建立开创了西欧历史的一个新阶段,无论从国际关系还是组织体制角度来说,都是在进行新的探索和开拓,它给资本主义国家的国际关系注入了新的因素。共同体的主要创始人之一让·莫内宣称:“我们所做的事业并无先例”,“欧洲建设是一个持续不断的创新”。确实,欧洲共同体既不同于一般的国际组织,也有别于政治学中通常讲的联邦或邦联体制,共同体所创造的新颖独特的组织体制。
The unique organi-Zational system of the EC is a mixture of multifarious ideas and models for a unitedEurope to be created through compromise among the ruling classes of the member states.Governed by bourgeois political doctrines,it embodies such principles as the sharing ofpower,the rule of law,the division of power and the check and balance.On the basisof an introduction of the main institutions of the EC and their functions and powers,this article summarizes several salient features of the EC institutional system.It alsoprovides an analysis of the EC laws and legal system.It concludes that the EC institu-tional system,not yet a fixed one,is still in a process of evolvement.
