制止军备竞赛,争取全面彻底裁军——我国对裁军问题的基本立场

STOP ARMS RACE AND STRIVE FOR COMPLETE AND THOROUGH DISARMAMENT.

军备竞赛的根源在于超级大国的霸权主义政策。中国主张停止军备竞赛和实现全面彻底裁军。必须明确裁军的主要对象是两个超级大国。当前,苏美两国应率先停止试验、改进和生产核武器,并大规模削减现有的核武库;尔后,其它拥核武器的国家也按合理的比例和程序采取相应的措施。现在制止外空军备竞赛已刻不容缓。

The arms race is rooted in the hegemonist policy of the superpowers.China stands for stopping the arms race and bringing about a complete and thoroughdisarmament.With this end in view it is necessary to make clear that the USSR andUS are main countries to reduce armament.At present it is for them to take the leadto cease the test,improvement and production of nuclear weapons,and to reduce on alarge-scale the existing nuclear armonry.Afterwards,other members of the nuclear clubshould take corresponding steps according to reasonable ratio and procedure.Today,asthe space arms race has come to the forefront,the ending of such race must be putinto effect without delay.
