摘要
西方经济回升和国际间援救措施使拉美国家的债务危机渐趋缓和。但债务问题本身却未根本解决,仍是影响当前世界经济稳定的重要因素。发展中国家的债务问题不只是金融问题,也不能由金融家们在技术上解决。南北双方的谈判协商,以及建立国际经济新秩序才能探索出解决这一问题的途径。
The economic recovery of Western countries and measures taken by the inter-national community have helped to alleviate the external debt crisis in Latin AmericaBut,the debt issue,pending for a fundamental solution,remains an important factor thataffects the stability of the current world economy.The debt problem of developing coun-tries is not just a financial matter and,therefore,cannot be solved by financiers simp-ly through financial means.To find a proper solution,it is imperative to conduct Nor-th-South negotiations and establish a new international economic order.
