摘要
高技术产业作为"十一五"期间的重点发展产业,科学地对区域高技术产业技术创新能力做出综合评价,对于国家高技术产业的发展具有重要的理论和现实意义。本文构建了由高技术产业技术创新投入能力和技术创新产出能力2个一级指标以及下属各项相应的二级三级指标构成的高技术产业创新能力评价指标及计算公式,并依此对全国30个区域2006年高技术产业创新能力进行了综合评价,最终得出结论与建议。
High-tech industry has been regarded as one of key development industries during the '11th Five-Year Plan' period.Scientifically giving a comprehensive evaluation of technological innovation capability of regional high-tech industry has great theoretical and practical meaning for development of national high-tech industry.The paper constructs high-tech industry innovation capability evaluation index and calculation formula,which constitute of two first class indexes(technology innovation input and output ability of high-tech industry)and their subordinate corresponding second and third class indexes,and makes comprehensive evaluation on the high-tech industry innovation capability of national 30 regions in 2006,finally obtains conclusions and suggestions.
